Best proposal software for consultants and small consulting firms
Published October 20, 2026
The best proposal software for consultants is the one that cuts the hours between a discovery call and a signed engagement. For a solo consultant or a firm of up to 15 people, that usually means a tool that drafts the proposal from your call notes, prices the engagement in options, and collects the signature in the same link. Below we compare six tools on exactly those jobs, with the plan prices each vendor publishes.

What consultants actually need from proposal software
A consulting proposal is not a quote. The client is buying your understanding of their problem, so the document has to restate the situation in their words, frame the key question, lay out a phased approach and price it in a way that makes saying yes easy. Generic document tools handle the layout well. Where they differ is how much of that thinking-on-paper they take off your plate.
Here is what matters most for a consulting practice, in rough order of hours saved:
- Drafting from discovery notes. The slowest part of any proposal is turning a messy call into a clear situation, objectives and approach. A tool that drafts those sections from your notes saves two to four hours per proposal.
- Option pricing. Consultants win more often with two or three engagement options (for example diagnostic only, diagnostic plus roadmap, full implementation). The pricing table should let the client pick one, and optional add-ons should be ticked by the client, not by you.
- Reusable credentials. Bios, methodology, past engagement summaries you are allowed to share and standard terms should live in one library so you stop pasting them from old files.
- E-signature and tracking. Knowing that the CFO opened the proposal twice and spent four minutes on the fee section tells you when to follow up and what to say.
- Price you can justify. A solo practice sending eight proposals a month should not pay enterprise prices, and a firm of six should not pay six times for the same tool.

ProposalCreation for consultants who write from discovery notes
ProposalCreation is built around the step consultants spend the most time on. You paste the discovery call notes, the client brief or an RFP, and the AI drafts the full proposal: cover page, executive summary in the client's terms, objectives, phased approach, deliverables, timeline, a fee table with options and terms. It writes in your voice because you upload two or three of your best past proposals once.
The Starter plan at $24 a month billed annually covers a solo practice with 20 AI drafts and 100 section rewrites per month. Growth at $74 a month billed annually includes five seats and a shared content library, which is where most small firms land. See how it handles a full engagement on the proposal software for consultants page, or start from the consulting proposal template.
The trade-off is scope. It is a proposal, quote and SOW tool, not a full practice management suite, so invoicing and time tracking stay in the tools you already use.
PandaDoc and Proposify for firms with more process
PandaDoc is a broad document platform. If your firm sends proposals, master services agreements, NDAs and onboarding forms and wants one tool for all of them, it is a sensible choice. CRM integrations sit on the Business plan at $49 per seat per month billed annually, so a firm of five pays about $2,940 a year for that tier.
Proposify focuses on sales proposals and has a long-established editor, approval workflows from its Grow plan and Salesforce plus single sign-on on Scale. Grow is $3,900 a year with five users included and $780 for every extra seat. It suits a firm with a dedicated proposal or sales operations person who wants control over what goes out. We cover both in more detail in our Proposify alternative and PandaDoc alternative comparisons.
Qwilr, Better Proposals and Bonsai for smaller practices
Qwilr turns a proposal into an interactive web page with embedded video and an accept button, which works well for consultants who sell a productized offer. Starter is $35 per user per month billed annually or $49 monthly. Growth and Scale are annual only with five and ten seat minimums, and our Qwilr alternative page compares the team costs.
Better Proposals has the lowest entry price in this list, with a Starter plan at $13 per user per month billed annually and a limit of 10 sends per month. If you send a handful of proposals and write them yourself, it is hard to beat on cost.
Bonsai is a freelancer suite. Proposals and contracts come with its Essentials plan at $19 per user per month billed annually, alongside invoicing and time tracking. It is a good fit when you want one app for the whole client cycle and do not need AI to write the proposal.
How to choose proposal software for your consulting practice
Start with volume and team size, then decide how much writing you want to hand off.
- Solo, fewer than five proposals a month, you enjoy writing them: a low cost template tool such as Better Proposals or Bonsai is enough.
- Solo or small firm, five to 30 proposals a month, every one starts from a discovery call: pick a tool that drafts from notes, because the drafting hours are your biggest cost. This is where ProposalCreation pays for itself fastest.
- Firm that also manages MSAs, NDAs and other agreements in volume: PandaDoc for documents, or a proposal tool plus dedicated contract management software once the engagement is signed.
- Firm of 10 or more with a proposal manager and strict approval rules: compare Proposify Scale and ProposalCreation Business side by side on approvals, CRM sync and total annual cost.
A quick test before you commit: take the notes from your last real discovery call, run them through each shortlisted tool and time how long it takes to get to a proposal you would actually send.
What proposal software costs a consulting practice
For most consultants the subscription is the small number. The large one is time. If a proposal takes four hours to write and you send ten a month, that is 40 hours, or a full week of billable time, every month. Cutting each proposal to about one hour of review and editing frees roughly 30 hours a month.
| Practice | Proposals per month | Typical tool cost per year | Hours saved per month with AI drafting |
|---|---|---|---|
| Solo consultant | 5 | $156 to $420 | About 15 |
| Boutique firm, 5 people | 15 | $888 to $3,900 | About 45 |
| Firm, 15 people | 40 | $1,788 to $16,700 | About 120 |
Hours saved assume four hours to write a proposal from scratch and one hour to review and edit an AI draft. Your own numbers will differ, so time one proposal before and after. Our ProposalCreation pricing page shows the AI limits on every plan.
Questions consultants ask before buying proposal software
What software do consultants use to write proposals?
Most independent consultants still write proposals in Word or Google Docs, then move to a dedicated tool once volume grows. The common dedicated choices are PandaDoc, Proposify, Qwilr, Better Proposals and Bonsai, and AI-first tools such as ProposalCreation that draft the whole proposal from discovery notes.
Is proposal software worth it for a solo consultant?
Yes, if you send more than three or four proposals a month. At $24 to $35 a month, the tool pays for itself when it saves one billable hour a month. Below that volume, a well-kept Word template and a separate e-signature tool are usually enough.
Can AI write a consulting proposal?
Yes. AI can draft the situation, objectives, approach, timeline and fee options from your call notes in a few minutes. You still review the diagnosis, the scope boundaries and the price, because those are the judgment calls the client pays you for. See a worked example in our management consulting proposal guide.
How should a consultant price a proposal?
Offer two or three options, such as a diagnostic, a diagnostic with a roadmap and a full implementation, priced as fixed fees per phase. Show what each option includes and excludes, and let the client choose. Fixed phase fees are easier to approve than hourly estimates.
Do consulting proposals need an e-signature?
They do not legally require one, but it shortens the close. A signature in the same link the client reads removes the print, sign and scan step. In the U.S. electronic signatures are legally binding under the ESIGN Act and UETA.
